ETA: the bag topper is a 8×10 piece of card stock. Score on the long side at 4 and 6 inches.
Use the slot punch and punch on the score lies where the handles go. cut the score lines in between the slot punches along the score line so the handles can slip in.

Stamps: Background Basics, Wild About You, Holidays and Wishes
Paper: Bashful Blue, Pumpkin Pie, white, summer picnic dsp
Ink: Black, bashful blue, pumpkin pie
Accessories: silver brads, striped grosgrain ribbon, dimensionals, scallop edge punch, slot punch, plain white gift bag
